Generation Overview:

TSECL has a total capacity of 115 MW from 3 generating stations viz. Gomuti Hydro-electric Project, Baramura Gas Thermal Power Station and Rokhia Gas Thermal Power Station. In addition to this, it has diesel based generating units of 1 MW, which are also operational since pre-independence. The unit-wise capacity of all generating stations is mentioned below.

Hydel Power:

There is a small Hydel power station in south Tripura named Gumti Hydel project having only 3 x 5 MW capacities. The yearly energy content in the reservoir of Gumti project is only 60 Million units. Normally 2 units of 5MW each run at a continuous load of 8 MW and the 3rd one is kept as stand by. It has been observed during last few years that with this arrangement 100% generation is achieved, i.e. 60 MU which fulfils the annual target. Theoretically the PLF is about 53 .33% with one unit as stand by. But there is hardly any water available at the end of the year and before next monsoon to increase the generation for achieving higher PLF.

Gas Thermal Project at Rokhia:

The project has 3 nos. gas turbine sets of 21 MW each.

Unit – I has outlived its life. Further, unit II has been unstable since commissioning. The cost of reconditioning these units are found to be beyond economical viability. Therefore survey reports have been proposed for these units. Unit III, IV, V & VI of 8 MW each also not in operation due to non-availability of spars and un-economical operation cost and also non-availability of gas.

The Diesel power house is operated intermittently, on emergency basis, mainly due to very high cost of fuel for the same.

Out of 115 MW installed capacity ( 5 MW standby of Gumti HE Project) in the state comprising of Baramura-42 MW, Rokhia-63 MW and Gumti Hydel project-10 MW the over all generation is 85 MW round the clock as such the PLF works out at 74% for installed effective capacity the State based on gas availability.

Gas Thermal Project at Baramura:

The first three units have been out lived their normal life due to prolonged use and further life extension seems uneconomical because of non-availability of spares from market and huge funds would be required for this purpose. Preparation for assessment of book value of the machine & other codal formalities to be observed is under consideration of TSECL.

2 units of 21 MW is in operation and average PLF is almost 95%. The Baramura project has been synchronized with NE Grid in the ABT regime. Being funded by NEC, this 2 units is considered as Inter-state station and hence 50% capacity share has to be given to neighbouring states of Manipur and Mizoram.

Calorific Value of Natural Gas:

The rate of Gas consumption in a gas based Thermal plant depends upon the Heat Rate of the Turbine as well as Calorific value of the gas. At Rokhia Gas Thermal Power Station it is observed that Calorific value of Gas varies from month to month in the range of 8200 to 8300 Kcal/Cum. Union Ministry of Petroleum fixes the gas price considering Calorific Value of Gas at 10000 Kcal/Cum. Rebate/Premium on the gas price is applicable if the actual Calorific value of gas differs from the 10000 Kcal/Cum. GAIL indicates the average calorific value of gas for the particular month in their monthly gas bills to calculate the quantum of Rebate/Premium applicable.

Propossed Capacity Addition in Generation:

Installation of Frame – 6 F 0.03 of capacity of 120 MW at Rokhia and conversion of Baramura GT unit into combined cycle with capacity addition of 25 MW without use of additional gas.
